Materials Independence and circular batteries

The Human Capital challenges are seen by the partners involved as one of the biggest bottlenecks in the further scaling up of battery technology in the Netherlands. In the action agenda battery systems (Action Agenda Battery Systems, 2022) this is also explicitly addressed. With this work package we also give substance to the development of the Human Capital intervention on battery systems as shown in this Action Agenda. An interpretation that matches the current Human Capital approach from the Top Sectors.

The quantitative objective for the entire sector/value chain that this Human Capital agenda stands for is to fill 10,000 additional jobs by 2032 and an answer to the training/education need for 15,000 employees.

During the development of the project proposal, Human Capital workshops were held with the partners to develop a solid Human Capital approach. Based on requests from the partners, previous research from TNO & RVO and current research from I&W, an analysis was set up. With the multi-level ecosystem approach, a blueprint of our learning community was worked up, the collaboration. In order to bring concreteness to the plan and to be able to get to work immediately when it is awarded, an initial set of interventions was also created. We gave Human Capital its own interpretation, but in line with the recommended approach.

Our approach is cyclical so throughout the project we will always come to nuances or additions together. To accompany that, there is also a programmatic side of the Human Capital work package, with interventions at the overarching program level. The programmatic side of the agenda includes community management, the challenge-based learning community platform, the ecosystem approach and monitoring, HR innovation and modern employment and the creation of an overarching competency forecast. In addition, right at the start, we are also including HBO, MBO and party educators. Although at the start the substantive involvement of these organizations within the pillars is limited the analysis shows growing human capital needs, early connection helps us in the coming cycles.

Broadening the agenda through the LLO catalyst

At the end of October a joint proposal was submitted from Brabant to the LLO catalyst. The aim is to scale up the Human Capital agendas, of batteries among others, to accelerate sustainability. Specifically, the program will accelerate the development of more training modules around transition themes in "transition Hubs," which will be physical places at different locations in Brabant. A place where knowledge institutions, companies and learners form a learning community to discover what knowledge and skills are needed at all levels to solve competence bottlenecks around transition themes. The first Energy Transition Hubs focus on three key themes in the energy transition: installation technology, circular building and battery technology. The latter hub will become part of the broader BCC-NL Human Capital agenda and will be created under the leadership of ACE and Brainport. Recently this application has been honored, applicant is Avans University of Applied Sciences.
